President of Belarus Alexander Lukashenko signed Decree No. 1, which declared 2025 the Year of Improvement.
This year marks the start of a five-year quality plan and provides for a set of measures aimed at creating and maintaining a comfortable, safe, modern and aesthetically organized environment for people to live in. The state will implement these measures together with organizations and citizens.
In 2025, large-scale measures will be taken, including to restore order on the land, improve settlements, industrial facilities, and maintain the territories along highways and railways in proper condition. At least two republican clean-up days will be held.
The government has been instructed to approve the national plan of events for the Year of Improvement within one month.
The decree provides for the activation of the volunteer movement and the implementation of civil initiatives aimed at improving the country.

The legal act approved the republican plan of activities for holding the Year of Improvement in 2025. It includes 47 types of activities, including:
- landscaping (planting trees, shrubs, flowers, lawn arrangement);
- repair of the street and road network;
- arrangement (repair) of car and bicycle parking lots and parking areas;
- ensuring the proper functioning of drinking water supply systems;
- lighting of streets, social and cultural facilities;
- construction (repair) of sports and children's playgrounds in residential areas;
- plowing and involving unused land plots into economic circulation, with the exception of unused orchards;
- bringing order to production facilities, eliminating instances of mismanagement;
- arrangement (repair) of stopping points, passenger platforms and buildings at stations, ensuring their lighting;
- creation of ecological trails;
- arrangement of springs.
The document defines the government agencies and organizations responsible for monitoring and implementing activities at the republican, regional, basic and primary levels.
The resolution also provides for the creation of a temporary national headquarters for the implementation of the Year of Improvement in 2025, the chairman of which will be Anatoly Sivak, Deputy Prime Minister of the Republic of Belarus. The headquarters will carry out, in particular, the management and coordination of work on the implementation of the activities of the national plan.
Republican state administration bodies and other organizations subordinate to the Government of the Republic of Belarus, regional executive committees and the Minsk City Executive Committee must, within one month, ensure the development and approval of sectoral (regional) action plans related to the implementation of the Year of Improvement in 2025. In this case, responsible executors (regardless of the form of ownership) and implementation deadlines must be determined.
The Ministry of Housing and Public Utilities is required to ensure that the results of the Year of Improvement are summed up by March 1, 2026, with the selection of the best regions, districts, and populated areas.
The Ministry of Information, together with other government agencies and organizations, and the House of Representatives of the National Assembly of the Republic of Belarus, has been instructed to ensure coverage in the media and on Internet resources of the implementation of improvement measures (planned and implemented), as well as relevant campaigns.
The legal act was adopted in accordance with the Decree of the President of the Republic of Belarus dated January 3, 2025 No. 1 "On the declaration of 2025 as the Year of Improvement".
The regulation entered into force on February 18, 2025.

In the Year of Improvement, tidy up your balcony or loggia and set an example for your neighbors
Some people are used to drying laundry on the balcony, others store skis and an old chest of drawers, a bicycle, tires… And some still freeze dumplings there. You can find even more things on balconies and loggias in apartment buildings!
🌸In the Year of Improvement, we remind residents of the obligation to maintain their balconies (loggias) in proper condition and suggest starting with the simplest thing, namely, tidying up their balconies and loggias!
Unfortunately, some residents use balconies and loggias for other purposes and turn them into a place for storing unnecessary things, garbage, when there is no time or laziness to go to the containers in the yard.
Littered balconies and loggias, despite the work carried out by housing and communal services companies on repairing and painting the facades of apartment buildings, give the buildings an unsightly aesthetic appearance from the outside.
‼️We tell you why you shouldn’t litter balconies and loggias, especially unglazed ones‼️
❌Firstly, old things on an open balcony can catch fire - a fire can break out from one accidentally dropped cigarette butt or even from one spark.
❌Secondly, the smells from the trash can on an unglazed balcony can reach the neighbor's nose.
❌Thirdly, birds steal garbage even from tightly closed bags and drag it around the yard.
❌Fourthly, unattended food waste attracts not only birds, but also cockroaches.
Therefore, we urge residents to take a little of their time and clean their balconies or loggias of unnecessary things and garbage.
